ECOWAS Court Unveils New Plan to Strengthen Justice Across West Africa

The ECOWAS Court of Justice has launched its 2026–2030 Strategic Plan, outlining a new roadmap to strengthen the rule of law, improve access to justice, and deepen regional integration across West Africa.

Speaking at the unveiling in Abuja, the President of the Court, Justice Ricardo Goncalves, described the plan as a major step forward for the institution. He said it reflects a strong commitment to reposition the court as a key driver of justice and stability in the region.

According to him, the five-year plan focuses on transforming the court’s operations, improving efficiency, and delivering real impact on the lives of citizens across ECOWAS member states.

“This is more than just a formal launch. It marks a turning point and shows our determination to strengthen the court’s role in promoting justice and supporting regional unity,” he said.

Goncalves emphasised that the success of the plan would depend on teamwork, discipline, and accountability among judges, staff, and other stakeholders. He added that judges must ensure consistency in rulings and uphold high standards to build a justice system that is fair, timely, and widely respected.

He also highlighted the importance of court staff, noting that their role in administration, case management, and technical support would be crucial to achieving the plan’s goals.

The court is also seeking stronger collaboration with member states, legal bodies, development partners, and civil society groups. Goncalves noted that the effectiveness of the court depends largely on how well its decisions are enforced and how laws are harmonised across the region.

Deputy Registrar Marie Saine described the plan as the start of a renewed vision for justice and service to the people of West Africa. She explained that the strategy was developed through broad consultations and careful planning to ensure it is both ambitious and practical.

The plan is built around key priorities, including faster and fairer justice delivery, wider access to legal services, promotion of human rights, increased transparency, and stronger institutional capacity.

With this new strategy, the ECOWAS Court aims to become more visible, efficient, and impactful, while playing a stronger role in promoting justice, stability, and integration across the region.
