The House of Representatives has urged the federal government to use its prerogative of mercy to grant amnesty to deserving inmates, aiming to reduce congestion in correctional centres nationwide. This decision, based on a motion by Chinedu Okay (APC, Ebonyi), also calls on the Federal Ministry of Justice to expedite justice dispensation and streamline the bail process.
In addition to granting amnesty, the House advocates for comprehensive reforms of the correctional system, including modernizing custodial facilities, constructing new centers, and revamping the bail system. It also plans to enact legislation that will ensure speedy trial processes and reduce the number of inmates awaiting trial.
The lawmakers emphasize the need for sustainable solutions to address congestion in the 244 jails across Nigeria. They stress the importance of implementing non-custodial measures effectively while promoting the reformation, rehabilitation, and reintegration of inmates into society.
Ogah, who introduced the motion, highlights the challenges facing Nigerian prisons, including overcrowding, inadequate facilities, and delays in resolving cases. He notes that many inmates are awaiting trial or unable to pay fines imposed by courts. He calls for a more efficient criminal justice system and the adoption of non-custodial measures to alleviate overcrowding in correctional facilities.
