The Nigerian Communications Commission has unveiled plans to introduce a Telecoms Identity Risk Management System aimed at tackling SIM-related fraud, strengthening digital security, and boosting confidence in the country’s digital economy.
Speaking at a stakeholders’ forum in Abuja, the Executive Vice Chairman of the commission, Aminu Maida—represented by Executive Commissioner for Stakeholder Management, Rimini Makama—said mobile phone numbers have become a key part of financial transactions, digital identity, and access to essential services. However, he warned that this growing reliance has also exposed users to new risks.
According to him, fraudulent activities involving recycled, swapped, churned, and barred SIMs have become major channels for identity theft and financial crimes, weakening public trust in digital platforms.
He explained that the new system would help service providers verify mobile numbers flagged for suspicious activities before granting access, thereby reducing fraud and improving accountability across the sector.
The platform is also expected to improve collaboration among regulators, financial institutions, and security agencies, creating a stronger and more secure digital ecosystem.
As part of the rollout, the commission has proposed changes to its existing regulations. Telecom operators will be required to notify subscribers at least 14 days before recycling inactive lines and upload details of such numbers to the platform within seven days.

The proposed reforms also introduce stricter rules for blocking improperly registered or misused SIM cards, with the aim of enhancing transparency and protecting consumers.
Officials say the initiative reflects a broader commitment to safeguarding Nigeria’s digital space, with stakeholders encouraged to actively contribute to shaping the framework.
The commission also stressed that trust remains a critical pillar of the digital economy, noting that without it, growth and innovation in the sector could be significantly hindered.
