Federal Government Defends Four Toll Gates on Abuja-Keffi-Makurdi Expressway, Plans Cashless Tolling System

The Federal Government has justified the placement of four toll gates on the newly dualised 260km Abuja-Keffi-Makurdi expressway, in line with the requirements set by the Infrastructure Concession Regulatory Commission (ICRC). Minister of Works, David Umahi, explained that the tolling arrangement complies with ICRC guidelines, which specify minimum and maximum tolling requirements for concession roads.

Concerns have been raised by commuters who anticipate the toll gates may be burdensome. Despite these worries, they expressed appreciation for the timely completion of the road, which was funded primarily by the China Exim Bank. Under the $542 million agreement, the China Harbour Engineering Company Ltd (CHEC), which executed the project, will manage the tolls to recoup investment costs.

To ease tolling operations, the government has launched a cashless toll collection system, intending to streamline payments and address the needs of users unfamiliar with digital transactions. A committee established on October 17 is set to finalize the cashless framework and implement support services like security outposts and relief stations.
